If you KNOW who the terrorists are but you WON'T arrest them, or even follow them, what chance do you have to prevent future attacks?

Trump caught hell for saying this after the Mayor of London, Sadiq Khan told everyone not to worry. This after three terror attacks in London in several months and the increasing frequency of attacks across the world.
